This command allows the user to construct an ElasticMembranePlateSection object, which is an isotropic section appropriate for plate and shell analysis.

$E	Young's Modulus
$nu	Poisson's Ratio
$h	depth of section
$rho	mass density

NOTES:

• The elastic section can be used in the nonlinear beam column elements. Sometimes when building the model it is useful to do so to check the model being built.
