Concentrated plastic hinge model

I am trying to model a concentrated plastic hinge model using a "IMKPinching" material . This material is available as a dll . And i have 2 problems to define this material
1) I have included the dll file in the in my tcl script directory but opensees still doesnt recognize it
2) When defining the parameters for this material i need to know the axial load on the column. I am currently running time history analysis so which axial load shall i take for calculating the hinge property. Is the axial load after Gravity load analysis enough to calculate hinge property?
