Analyze Menu --> Write OpenSees Input Files

If you look in the model directory, you will find that opensees navigator creates all the necessary tcl files to run the analysis.

For example, if your model is saved in /mymodel , then navigator creates the subdirectories /mymodel/OutputFiles and /mymodel/TCLFiles.
