Vertical and Horizontal mass

Dear OpenSEES Developers

I am trying to model example of the "Modeling SCB frames using beam-column elements" webinar. I have some question about assigning mass to nodes. Why the Horizontal mass and the vertical mass are different and if I want to use rotational mass, how can I calculate it can you give me a reference?
