SetResponse Method in Developing New Element

Hello, I am working on adding a new element which takes into consideration an extra DOF for each not to take into account Bi-Moments. Problem that I seem to be having is when I want to get the element forces; I'm looking and have been playing around with the SetResponse method and I'm not quite sure how or what the "output.tag(..., ...)" lines do or how they get used later on for the recorders or outputs. I tried swapping the orders and even omitting some of the tags from the source code and re-built the whole OpenSees but the overall element forces outputs seem to be unaffected. Any input to what "output.tag(..., ...)" does or means would be greatly appreciated. Thanks!

they only effect what is output when -xml option is used in the recorder command.
