Tcl editor or sth else?

Hi.
Can "OpenSees Tcl Editor v 0.3" be used with the current version of OpenSees 2.4? If i have to contact with authors of Tcl editor, I could not found any email address from them. please let us know about it. If any other editor exists that directly I can run opensees from it please let me know. I asked the opensees administration to clearly answer this question. Because, i have known many of my friends have this problem, and you are not directly support it.
