Mehanny damage model

I define a mehanny damage model for my joints in a lumped plasticity model based on the appendix of Altoontash thesis but the numbers I get are so small like the building undergoes a negligible damage (numbers around 0.1-0.1 !!) although i use very strong motions with 2400yr reurn periods. does anyone have an idea about this. maybe there is something more than what Altoontash mentions? or I should convert the resulting numbers?
