Deterioration parameters in Modified Ibarra model

Hi
For the Modified Ibarra Krawinkler Deterioration Model in 2D steel frame, for calculating theta_ p and theta_ pc , is Lb zero?(because of 2D frame)-> in column and beam.
In L/d, L is distance from plastic hinge location to point of inflection. what is exactly the meaning of this? This is meaning half length beam.
