What is a Good soil

I am looking for a good soil for my indoor gardening...I have started a rock wool but my plants doesn't gives a good harvest.Any fertilizer can you advice?

I want to know about good soil for my indoor garden. Recently I have started a gardening at the top of our roof. If anyone have suggestions or comments then it will be helpful for me.
