how should we model the spirals of a concrete column with a fiber section?!

you don't. In the current version of the code in which there is no moment shear interaction, they only mark the boundary between the confined and core concrete in the fiber section models.

Saying that, there are more advanced models that require this to be input, but they are not ready for general release.
