Dear All,
Is OpenSees really Open? Is the license OSI approved? (for details: www.opensource.org/)
Also, if it is not, how and where should I apply for OpenSees to be released under an OSI approved license. Since the development of the code is sponsored by national/public funds, why it is not fully in public domain?

The license allows free use of the code by all. it allows anybody to use and modify the code for their own use and for others to use. What it does not allow is people to use any of the OpenSees code in software that they sell. This is a restriction placed on all code developed by University of California employees at the time OpenSees was originally developed.
strictly it is not open source as defined by the website you cite. However, as wikipedia points out, ours is more of a dual licencse. It is actually quite similar to wikipedia's GFDL.
This licensing of OpenSees by commercial entities has to date only been an issue once.
