Version 3.3.0, file missing on bin folder

Hi,
New user here - I've just downloaded the 3.3.0 version (latest to date) and the tcl86dt.dll file is missing
I've checked the Youtube video (https://www.youtube.com/watch?v=wFGOgv7t69o), followed all the instructions but still, the zip file with the 3.3.0 version does not contain the dll file... can anyone add it to the zip file please ?
